The Program to Promote the Rehabilitation of Public Buildings of Local Entities (Pirep Local) has a budget of 600 million euros and is divided into two lines (1 and 2). Applications may be submitted to reduce by at least 30% the consumption of non-renewable primary energy and enhance the improvement of habitability.
Beneficiaries
Those local entities (EELL), understood as such, may obtain the condition of beneficiaries of these aids:
- Municipalities, regardless of their size and population.
- Provincial Councils.
- Island Councils and Island Councils that are owners of a property that meets the conditions required by these regulatory bases.
Regulatory Bases
These aids are regulated in the Ministerial Order TMA 178/2022 by which the regulatory bases of the concession and the call for applications are approved.
One of the main objectives will be to improve important deficiencies related to habitability issues such as deficient acoustic comfort, poor air quality, accessibility problems, etc.
Actions
- Type A: Interventions aimed at improving the energy efficiency of public buildings, with a climate contribution coefficient of 100%. Are expressly excluded from this group those actions that involve the replacement, use or installation of thermal equipment using fossil fuels.
- Type B: Interventions aimed at improving environmental sustainability in terms of water, use of materials, waste management, adaptation to climate change and protection of biodiversity, with a climate contribution coefficient of 40%.
- Type C: Interventions aimed at improving accessibility. Those that remove barriers and improve physical, cognitive and sensory accessibility.
- Type D: Interventions aimed at improving habitability.
- Type E: Interventions aimed at improving the conservation of buildings.
- Complementary: Actions type A bis. Drafting of projects and other works necessary for the realization of the works included in group A. Climate contribution coefficient of 100% (in accordance with the provisions of Annex VI of Regulation (EU) No. 2021/241). Actions type B bis, C bis, D bis, and E bis. Drafting of projects and other work necessary for the implementation of the actions included, as appropriate, in groups B, C, D and E.
Line
- Line 1. Building to be rehabilitated whose reception of the work, without observations or repairs, takes place no later than September 30, 2024.
- Line 2. Building to be rehabilitated whose reception of the work, without observations or repairs, takes place no later than March 31, 2026.
Line 2 actions must comply with at least two of the following parameters:
- That the total cost of the projected work (understood as the sum of the cost of type A, B, C, D and E actions), excluding taxes, is equal to or greater than 500,000 euros.
- That the surface area, measured in m2 of built surface area, on which the intervention is to be carried out exceeds 1,000 m2 . In the event that the intervention affects only the facades, only the surface area above ground level must be taken into account. Similarly, in the case of replacement of carpentry, roof insulation, replacement or improvement of air conditioning systems, etc., the area affected by such works must be computed.
- That the degree of intervention of the action is equal to or greater than 500 euros/m2 , considering the total cost of the work without taxes with respect to the total rehabilitated surface area.
Amount
The total maximum amount will be 600,000,000 euros, distributed in two lines of development of actions:
- Line 1: 250,000,000,000€, for buildings to be rehabilitated whose reception of work, without observations or repairs, takes place at the latest on September 30, 2024.
- Line 2: €350,000,000,000, for buildings to be rehabilitated whose reception of work, without observations or objections, will take place on March 31, 2026 at the latest.
